Heat oil in a frying pan over medium heat; sauté chopped onions until translucent, about 5 minutes.
Add minced garlic, ginger, and green chili; cook for 2 minutes until fragrant.
Stir in ground beef, cumin, coriander, turmeric, salt, and pepper; cook until beef is browned, about 8-10 minutes.
Remove from heat and mix in lemon juice and fresh cilantro; let filling cool slightly.
Take a tortilla wrap, place a spoonful of the beef mixture in the center, and fold it over to create a half-moon shape.
Seal the edges of the tortilla with a bit of water.
Heat oil in a deep pan over medium-high heat; fry the filled tortillas until golden brown, about 3-4 minutes per side.
Remove and drain on paper towels; serve hot.
