Boil 1.5 liters of full-fat milk on high flame until it starts to bubble.
Reduce the flame to low-medium and stir continuously to prevent the milk from sticking to the bottom.
Add a handful of small-sized rice to the boiling milk and mix well.
Soak the rice in water for 10 minutes, then drain the water before adding it to the milk.
Continue stirring the mixture to ensure the rice does not stick to the bottom.
Once the rice starts to float, it indicates that it is cooking well.
Add 100 grams of sugar to the mixture and stir until dissolved.
Incorporate 50 grams each of chopped cashews and almonds, mixing thoroughly.
Cook the mixture for an additional 10-15 minutes until the milk reduces by half and thickens.
Add cardamom (optional) and saffron for color and flavor, if desired.
Once the kheer has thickened and is creamy, turn off the heat and let it cool slightly before serving.
Serve the kheer with puris for enhanced flavor.
