Instructions
- 1Mix all-purpose flour and water in a bowl until a dough forms.

- 4Chop shrimp into small pieces and place in a bowl.
- 5Add finely chopped green onions, ginger, garlic, soy sauce, sesame oil, salt, and pepper to the shrimp.
- 6Mix the filling ingredients thoroughly until well combined.
- 7Roll out the dough on a floured surface to about 1/8 inch thick.
- 8Cut out circles from the dough using a round cutter.
- 9Place a spoonful of filling in the center of each circle.
- 10Fold the dough over the filling and pinch the edges to seal tightly.
- 11Shape the dumplings into a star shape by folding and pinching the edges together.
- 12Prepare a steamer and line it with cabbage leaves to prevent sticking.
- 13Steam the dumplings for 10-12 minutes until cooked through and translucent.
- 14Serve hot with vinegar on the side for dipping.
