1 cup bell pepper, diced

1lb ground beef
1 tsp black pepper
1 tsp salt
1 tsp garlic powder
1 tsp onion powder
1 tsp paprika
1/2 tsp chili powder
1/2 tsp thyme
1 tsp oregano
1 16 oz can tomato sauce
2 cups white rice
1 cup white cheddar cheese
1 cup mozzarella cheese
