Chop the onion, peppers, and carrots.

Fry the chopped vegetables with 4 tablespoons of water until the water evaporates, then add 4 tablespoons of oil and cook until the vegetables are soft.

Add the ground beef and cook until fully cooked.

Slice the potatoes very thin and keep them in cold water to prevent browning.

Mix the tomato paste with one cup of water and put it on the bottom of your baking pan.

Layer the potatoes on the bottom, followed by the meat mixture, then more potatoes, and repeat until all ingredients are used, finishing with potatoes on top.

In the same bowl where you had the tomato paste, add a little water and pour it over the top of the potatoes.

Preheat the oven to 400°F, cover the baking pan with aluminum foil, and bake for 40 minutes. Uncover and bake for another 15 to 20 minutes.

Prepare the egg mixture and pour it on top, then bake for another 10 minutes.
