Panamanian Fried Empanadas with Spicy Beef Filling

Preheat the oven to 375°F.
Start by sautéing the green and red bell peppers until soft.
Add chopped onion and crushed garlic to the sautéed peppers and cook until soft.
Remove the sautéed mixture and set aside.
Cook the ground beef in the same skillet until browned and drain excess liquid.
Add the sautéed peppers and onions back to the skillet with the ground beef.
Mix in steak seasoning and Worcestershire sauce.
Combine tomato paste with 3/4 cup of water and add to the beef mixture, simmering for about 10 minutes.
Let the beef filling cool before assembling the empanadas.
Roll out the empanada discs and fill with the beef mixture, sealing the edges with fingers and crimping with a fork.
Refrigerate the filled empanadas for about 15 minutes to firm up the dough.
Heat oil in a deep pan and fry the empanadas in batches for about 3 minutes until golden brown.
