Mix all-purpose flour, salt, and water in a bowl to form a dough.
Knead the dough until smooth, then cover and let it rest for 30 minutes.
Heat cooking oil in a pan over medium heat.
Sauté chopped onion, garlic, and ginger until fragrant, about 2-3 minutes.
Add ground beef and cook until browned, breaking it apart, about 5-7 minutes.
Stir in spices: coriander, cumin, and black pepper, and cook for 2 minutes.
Add diced potatoes and a splash of water; cover and cook until potatoes are tender, about 10 minutes.
Remove from heat, add lemon juice and chopped cilantro, and mix well.
Divide the dough into small balls and roll each into thin circles.
Place a spoonful of filling on one half of the circle, fold over, and seal the edges with water.
Heat oil in a deep pan over medium-high heat.
Fry sambuus until golden brown and crispy, about 3-4 minutes per side.
Remove and drain on paper towels before serving.
