Roast the oats in a pan until they are slightly golden.

Grind the cooled oats into a fine powder using a blender.
Transfer the oat powder to a mixing bowl.
Add rice flour and salt to the bowl and mix well.
Chop onion, green chilies, ginger, and curry leaves finely and add them to the mixture.
Gradually add water to the mixture to form a smooth batter, adjusting the consistency as needed.
Heat a non-stick pan over medium heat and lightly grease it with oil.
Pour a ladleful of batter onto the pan and spread it into a thin circle.
Cook until the edges lift and the surface appears set.
Flip the dosa and cook for another minute until golden brown.
Repeat with the remaining batter, greasing the pan as necessary.
