Using robalo fish, but you can use any fish you prefer; I'm using part of it, not the whole fish.

Make cuts in the fish to help absorb the seasonings; season with salt, black pepper, and cumin.

Let the fish marinate for 15-20 minutes to absorb the flavors.

Chop the onion, garlic, bell pepper, and tomato; blend and strain the tomato mixture.

Heat a little achiote oil in a pan and sauté the chopped onions and garlic for 3-4 minutes over medium heat.

Add the strained tomato mixture and oregano to the pan; cook for 15 minutes.

Add diced potatoes and cook for 25 minutes until tender.
