Heat a pan on low flame, ensuring it’s not too hot.
Add dry fruits (cashews, almonds, pistachios) to the pan and roast them until they can be touched comfortably with your hand.
Remove the roasted dry fruits from the pan and set aside on a plate.
In the same pan, add cinnamon, green cardamom, fennel seeds, and black pepper, roasting them on low flame until fragrant.
Add saffron to the roasted spices and mix well.
Grind the roasted dry fruits and spices together to make a fine powder.
In a jar, combine the prepared powder with sugar (1 tablespoon) and optionally rose water for flavor.
Blend the mixture until well combined and smooth.
Serve the instant thandai garnished with thandai powder.
