Chop onions, bell peppers, and carrots.

Mince garlic and cut potatoes into 1-inch cubes.

Turn on Instant Pot to sauté mode, add some oil, and brown the meat in batches, seasoning the meat during this process for about 5 minutes.

Remove the browned meat from the Instant Pot.

Add remaining oil to the pot and sauté onions and bell peppers until onions are translucent.

Add a little bit of beef broth to deglaze the Instant Pot.

Add remaining ingredients to the pot except flour and adjust broth quantity according to desired soupiness (2 ½ cups for a thicker stew, 3 ½ or 4 cups for a soupier texture).

Close the lid and turn on the Instant Pot on high pressure for 25 minutes.

Allow the Instant Pot to release pressure naturally for about 15 minutes, then release remaining pressure manually.

Taste to see if more salt is needed.

To thicken the sauce, turn on sauté mode, add flour or cornstarch mixture, and simmer for about 5-7 minutes until the sauce thickens.
