Boil full-fat milk in a heavy saucepan over medium heat, stirring frequently until reduced by half.
Add sugar to the milk and stir until dissolved completely.
Mix in milk powder and continue to cook for 5-7 minutes, stirring constantly to avoid lumps.
Remove the mixture from heat and let it cool slightly.
Stir in heavy cream, crushed pistachios, cardamom powder, and rose water until well combined.
Add saffron strands, mixing gently to incorporate their color and flavor.
Pour the mixture into kulfi molds or small cups.
Cover the molds with lids or plastic wrap and freeze for at least 6 hours or overnight until solid.
To serve, dip the molds in warm water for a few seconds to loosen the kulfi.
Remove the kulfi from the molds and garnish with additional crushed pistachios before serving.
