Preheat the oven to 375°F (190°C).
Mix all-purpose flour and salt in a bowl.
Cut in butter until the mixture resembles coarse crumbs.
Gradually add water, mixing until a dough forms.
Wrap the dough in plastic wrap and refrigerate for 30 minutes.
Heat vegetable oil in a skillet over medium heat.
Sauté onions and garlic until fragrant, about 2-3 minutes.
Add ground beef and cook until browned, about 5-7 minutes.
Stir in carrots, potatoes, green bell pepper, thyme, black pepper, and cayenne pepper; cook for another 5 minutes.
Remove from heat and let the filling cool slightly.
Roll out the dough on a floured surface to about 1/8 inch thick.
Cut out circles of dough and place a spoonful of filling on one half of each circle.
Fold the dough over the filling and seal the edges with a fork.
Place the pies on a baking sheet and brush with beaten egg.
Bake for 25-30 minutes or until golden brown.
