Add salt and oil to the flour mixture and rub until crumbly.
Gradually add water to form a soft dough; cover and let it rest for 30 minutes.
In another bowl, combine coconut, poppy seeds, sesame seeds, cumin seeds, fennel seeds, black pepper, turmeric powder, red chili powder, and coriander powder.
Add sugar to the spice mixture and mix well.
Roll out the dough into a thin rectangle on a floured surface.
Spread the coconut mixture evenly over the rolled dough.
Roll the dough tightly into a log, sealing the edges.
Cut the log into equal pieces and place them on a baking tray.
Preheat the oven to 180°C (350°F).
Bake the bhakarwadi for 20-25 minutes until golden brown.
Remove from the oven and let cool before serving.
