Add diced carrots and potatoes to the pot, cooking until slightly tender, about 5-7 minutes.
Stir in the meat, cooking until browned on all sides, about 8-10 minutes.
Add garlic and spices, stirring to combine, and cook for another 2-3 minutes.
Pour in enough water to cover the mixture, bring to a boil, then reduce heat and simmer until meat is tender, about 30-40 minutes.
Layer the soaked qurut over the bread pieces in the bowl.
Once the meat is cooked, pour the meat and broth mixture over the bread and qurut.
Garnish with fresh herbs and chili peppers before serving.
Let sit for a few minutes to allow the bread to absorb the flavors.
Serve warm, encouraging diners to mix the ingredients together.
