Heat olive oil in a large pot over medium heat until shimmering.
Add chopped onion and garlic; sauté until translucent, about 3-4 minutes.
Stir in diced bell pepper and cook for another 2-3 minutes.
Add chopped tomato and cook until softened, about 3-4 minutes.
Pour in white wine and simmer until reduced by half, about 5 minutes.
Add rice, stirring to coat in the mixture for 1-2 minutes.
Pour in fish stock and add bay leaves; bring to a boil.
Reduce heat to low, cover, and simmer until rice is tender, about 15-20 minutes.
Meanwhile, cook lobster separately in boiling water until bright red, about 8-10 minutes.
Remove lobster from the shell and chop into bite-sized pieces.
Once rice is cooked, fold in lobster meat and paprika; season with salt and black pepper to taste.
Garnish with chopped parsley and lemon wedges before serving.
