Heat butter in a large pot over medium heat until melted
Add sliced onions and cook until softened, about 5 minutes
Stir in chopped carrots and celery, cooking for another 3-4 minutes
Add minced garlic and cook until fragrant, about 1 minute
Increase heat to medium-high and add beef, browning on all sides, about 8-10 minutes
Sprinkle flour over the beef and stir to coat, cooking for 2 minutes
Pour in beer and scrape up any browned bits from the bottom of the pot
Add beef broth, bay leaves, thyme, mustard, brown sugar, salt, and pepper
Bring to a simmer, then reduce heat to low
Cover and cook for 2-3 hours, stirring occasionally, until beef is tender
Remove bay leaves and adjust seasoning if necessary
Serve hot, garnished with chopped parsley
