Preheat oven to 350°F (175°C).
Chop onion and garlic finely.
Mix ground beef, onion, garlic, bread crumbs, egg, parsley, thyme, nutmeg, salt, and black pepper in a bowl until combined.
Form mixture into meatballs, about the size of golf balls.
Heat butter in a large skillet over medium heat until melted.
Brown meatballs on all sides in the skillet, about 5-7 minutes.
Remove meatballs and set aside.
In the same skillet, add flour and stir to create a roux, cooking for 2-3 minutes until golden.
Gradually whisk in beef broth, tomato paste, brown sugar, and Worcestershire sauce until smooth.
Add meatballs back to the skillet, ensuring they are coated in the sauce.
Add bay leaves and bring to a simmer.
Cover and transfer to the oven, baking for 30-35 minutes until meatballs are cooked through.
Remove bay leaves before serving.
