Peel and cut 5 pounds of potatoes in half, then place them in a pot with water and 1/2 tablespoon of salt.
Cook the potatoes on medium-high heat for 40 minutes or until tender.
Drain the water from the potatoes, then add 2 tablespoons of butter and 1/4 cup of half-and-half.
Mash the potatoes, adding more butter and half-and-half as needed for creaminess.
Set the mashed potatoes aside.
In a pan, heat 2 tablespoons of olive oil over medium-high heat.
Add 1 tablespoon of chopped red onions and 1 tablespoon each of chopped red and orange bell peppers; cook for 3 minutes until tender.
Add 1 pound of ground beef, breaking it apart, and cook for 15 minutes on medium-high heat.
Drain excess oil from the cooked ground beef.
Add 1 large grated carrot, 1 cup of frozen corn, and 1 cup of tomato sauce, along with a little water to loosen the sauce.
Season with 2-3 teaspoons of salt, 1/2 teaspoon of ground black pepper, 2 teaspoons of paprika powder, 1/2 teaspoon of dry parsley, 2 teaspoons of garlic powder, and 1/2 teaspoon of oregano; mix well and taste for seasoning.
Add spinach and cover to cook for 10 minutes on medium-high heat.
In a baking dish, layer half of the mashed potatoes, followed by the ground beef mixture, then the remaining mashed potatoes on top.
Spread mozzarella cheese over the top layer of mashed potatoes, then add cheddar cheese.
Bake in the oven at 350 degrees for about 10 minutes until bubbly and hot.
