Crack 2 teaspoons of cardamom seeds using a mortar and pestle until coarsely ground.
In a bowl, whisk together 3/4 cup whole milk and 1/4 cup bread flour.
Microwave the mixture for 1-2 minutes, stirring every 20 seconds, until it becomes thick and pudding-like.
Transfer the thick mixture to a standing mixer bowl and add 1/2 cup cold whole milk, whisking to combine.
Add 11 ounces (2 cups) of bread flour and 1 tablespoon of instant yeast to the bowl.
Mix on low speed until the flour is mostly hydrated, about 1 minute.
Cover the bowl with plastic wrap and let it rest for 15 minutes to hydrate the flour.
After 15 minutes, add 1/4 cup granulated sugar and 1 teaspoon table salt, mixing on medium-low speed for about 5 minutes until incorporated.
Add 6 tablespoons of softened unsalted butter and the coarsely ground cardamom, mixing on medium-low for another 5 minutes until well combined.
Scrape the dough into a greased 9x13-inch baking pan and flip it over to grease the top.
Cover with plastic wrap and refrigerate for about 1 hour to chill the dough.
For the filling, mix together 3/4 cup granulated sugar, 6 tablespoons softened unsalted butter, 2 tablespoons ground cinnamon, 1 tablespoon bread flour, and 1/4 teaspoon table salt in the same bowl.
Remove the chilled dough from the fridge and flour the work surface.
Flour the top of the dough and roll it out to about 18 inches long by 10 inches wide, ensuring the short end is facing you.
Make a light mark on the top 1/3 of the dough for visual guidance.
Spread the filling mixture over the bottom 2/3 of the rolled-out dough.
