Prepare a spice pouch with 1 tablespoon coriander seeds and 1 tablespoon fennel seeds and place it in the center of the pressure cooker.

Add 0.5 kg mutton to the cooker along with 1 bay leaf and 3/4 teaspoon salt, keeping in mind to add less salt as more will be added later.

Add 1 teaspoon ginger-garlic paste and 1 cup of water (250 ml) to the cooker.

Seal the pressure cooker lid and cook on high flame until one whistle, then reduce the flame and cook for 10-12 minutes on low heat.

Once the pressure releases, open the cooker and check the meat.

In a separate pan, heat 0.5 cup mustard oil until hot.

Add 2 medium-sized sliced onions and fry until golden brown, not too dark.

Add 1 tablespoon ginger-garlic paste and a little water to prevent the onions from darkening, and sauté for 1 minute.

Incorporate the powdered spices: 1 teaspoon garam masala, 0.5 teaspoon salt, 1 teaspoon red chili powder, 2 teaspoons coriander powder, 1 teaspoon Kashmiri red chili powder, and 1/3 teaspoon turmeric powder, along with 1 teaspoon roasted cumin powder, and sauté for 4-5 minutes with a little water.

Add 2 medium-sized tomato paste (about 1 cup) to the pan and cook until well combined.

Add 4-5 medium potatoes, cut into halves or quarters, and 1 cup of water to the pan, cover, and bring to a boil.

Once boiling, reduce the flame and cook for about 15 minutes until the potatoes are 70-80% cooked.

Remove the spice pouch from the mutton and add the mutton pieces to the potato mixture along with the broth, checking the consistency and adding more water if needed.

Cover and cook on low heat for another 12-15 minutes until the potatoes are tender and the dish is ready.

Garnish with fresh cilantro before serving.
