Grind 3 onions, 6 cloves of garlic, and 2 inches of ginger into a fine paste without adding water.

In a pressure cooker, heat 2 tablespoons of oil over medium heat.

Prepare a simple garam masala by heating 1 teaspoon of oil and adding dry red chilies, black cardamom, cinnamon, cumin seeds, poppy seeds, cloves, and peppercorns. Sauté until aromatic.

Switch off the flame and let the garam masala cool before grinding it with 1/4 cup of fresh coconut into a fine paste, adding water if necessary.

Add the tomato puree (made from 2 boiled and skinned tomatoes) to the onion paste and sauté until the tomato changes color slightly.

Pour in 1 cup of water and close the pressure cooker.

Cook on medium-high heat for 5 whistles, then let the pressure release before opening the lid to check if the mutton is cooked.
