Season shrimp with salt, black pepper, green seasoning, and fish seasoning; mix well and marinate for 10-15 minutes.
In a bowl, combine tomato ketchup, oyster flavored sauce, sesame oil, anato powder, dark soy sauce, and water to create a sauce; mix well.
Dredge shrimp in seasoned flour.
Heat vegetable oil in a skillet until hot; flash fry the shrimp until brown on the outside but still halfway cooked, then drain on paper towels.
In a large skillet, heat oil and sauté ginger and garlic for 20 seconds.
Add carrots and cook for 1 minute before adding pimento peppers and white part of scallion; season with a pinch of salt.
Add colored bell peppers and red onion; sauté for about 1 minute until vegetables are tender crisp.
Add the sauce and Chinese seasoning salt; bring to a simmer.
Add the shrimp to the skillet and toss to coat with the sauce; taste and adjust salt if needed.
Finish with chopped scallions before serving.
