Sift 1 kg of all-purpose flour into a mixing bowl.
Add a pinch of salt and mix it in.
In a separate bowl, combine 400 ml of lukewarm water (around 110-115 degrees) with 4 tablespoons of sugar and 14 grams of yeast; let it sit for 10 minutes to activate the yeast.
Using a stand mixer, add the sifted flour and salt, then add the eggs one at a time.
Pour in the activated yeast mixture and mix until a smooth dough forms.
Cover the dough with a damp towel and let it rise in a warm place for 1 hour.
Prepare the filling by grating 2 onions and 5 garlic cloves.
In a skillet, melt 25 grams of butter over medium heat, then add the grated onion and garlic; cook until glassy.
Add 750 grams of ground beef to the skillet, season with salt and pepper, and cook until fully browned.
Stir in 1 tablespoon of ginger powder, 1 tablespoon of sugar, and 3 tablespoons of ketchup manis; mix well and remove from heat to cool.
After the dough has risen, knead it lightly on a floured surface and let it rise again for 30 minutes.
Divide the dough into 24 equal portions, roll each into a ball, and flatten them into circles.
Place a tablespoon of the meat filling in the center of each circle, pinch the edges to seal, and shape into a ball.
Let the filled buns rest in a warm place for 20 minutes before steaming.
