Start by preparing the puff pastry sheet ingredients.
Combine 400 g bread flour, 2 tsp lemon juice, 1 egg, 300 g butter, 1 tsp salt, and 200 ml cold water in a bowl.
Mix the ingredients well, starting with salt and softened butter, cutting the butter into large chunks.
Incorporate the butter until the mixture resembles cookie dough or pie crust with visible butter chunks.
Make a well in the center of the dough and add cold water, mixing until combined.
Transfer the shaggy dough to a working surface and knead until it binds properly, aiming for a consistency similar to roti dough.
Knead the dough using techniques like pressing and stretching, and make a dough ball by tucking the dough inside.
Let the dough rest for 15 minutes, wrapped in cling film.
Prepare the butter block by mixing softened butter with about 50 g flour to make it easier to roll.
Flatten the butter into a rectangle shape (6 inches by 4 inches) using parchment paper.
Chill the butter block in the fridge for 15 minutes until pliable.
Roll out the rested dough to a width of 7.5-8 inches and a length of more than double the butter block (about 10 inches).
Chill the rolled dough for 10 minutes.
After chilling, roll the dough to a length of 12 inches and width of 8 inches.
Place the butter block in the center of the dough and fold the dough over the butter, sealing the seams tightly.
Roll the dough to a length of 12 inches and width of 8 inches again, making a letter fold.
Dust the dough and repeat the letter fold process, then chill the dough again for 15-20 minutes.
After chilling, roll the dough to 12 inches by 12 inches for the final stretch.
Prepare the filling by heating oil in a pan and adding cumin seeds until fragrant.
Add diced potatoes, turmeric powder, chilli powder, chat masala, and salt to taste, mixing well.
Once the potatoes are cooked, add peas and cover, cooking for 5-7 minutes until the filling is ready.
Remove the pastry sheet from the fridge and cut it into 6 equal pieces, trimming round edges for sharp corners.
Add water to the edges of each piece to help seal them.
Place the filling on each piece, fold, and seal the seams.
Place the patties on a baking tray and apply egg wash mixed with a little milk on top.
Preheat the oven to 400°F (200°C) and bake the patties for 20 minutes until golden brown.
Check for distinct layers in the baked patties, indicating successful layering during preparation.
