Increase heat to medium-high and add beef, browning on all sides, about 8-10 minutes.
Sprinkle with salt and black pepper, then add mustard and stir to coat the beef.
Pour in beer and scrape the bottom of the pot to deglaze.
Add beef broth, bay leaves, thyme, brown sugar, and vinegar; stir to combine.
Bring to a simmer, then reduce heat to low and cover.
Cook for 1.5 to 2 hours, stirring occasionally, until beef is tender.
Taste and adjust seasoning as needed before serving.
Garnish with chopped parsley before serving.
