Mix all-purpose flour, semolina, baking powder, and salt in a bowl.
Add ghee and rub it into the flour mixture until crumbly.
Gradually add water and knead to form a smooth dough.
Cover the dough with a damp cloth and let it rest for 30 minutes.
Divide the dough into small balls and roll each into a thin circle.
Heat oil in a deep frying pan over medium heat until hot.
Fry each puri until golden and puffed, about 2-3 minutes per side.
Remove from oil and drain on paper towels.
While still warm, sprinkle sugar and cardamom powder over the puris.
Serve warm or at room temperature.
