Marinate beef with yogurt, ginger, garlic, and spices for at least 1 hour.
Slice onions thinly and fry in ghee until golden brown.
Remove half of the fried onions and set aside for garnish.
Add marinated beef to the skillet and cook until browned, about 5-7 minutes.
Add chopped tomatoes and green chilies; cook until tomatoes soften, about 3-4 minutes.
Layer partially cooked basmati rice over the beef mixture.
Sprinkle fried onions, chopped cilantro, and mint leaves over the rice.
Dissolve saffron in warm water and drizzle over the top.
Cover the pot with a tight lid and cook on low heat for 40-50 minutes.
Remove from heat and let it rest for 10 minutes before serving.
Gently fluff the biryani with a fork before serving.
