Cut beef into bite-sized pieces with some fat and bone.

In a mixing bowl, combine beef with 1 teaspoon salt, 1 teaspoon turmeric, 1 teaspoon coriander, 1 teaspoon chili powder, 1 teaspoon black pepper, 1 teaspoon cumin, a few whole spices including a large bay leaf, 1 dried red chili, 1 teaspoon black lemon powder, a few green cardamom pods, and 1 tablespoon ginger garlic paste.

Add 1 cup sliced onions and a generous amount of olive oil to the mixture and mix well.

Transfer the mixture to a pressure cooker and cook uncovered on medium heat for 5-6 minutes to brown the meat.

Add 1 liter of cold water to the pressure cooker, cover with the lid, and cook under pressure for 15-20 minutes.

Release the pressure and cook with the lid off, adding 1 cup cooked chickpeas and 1 cup fresh tomatoes. Cook for 5-7 minutes until tomatoes break down.

Remove the meat and some juice from the pressure cooker. Use the juice to cook the rice.

Wash 3 cups of basmati rice in cold water 2-3 times. Add the rice to the juice in the cooker, along with 6 cups of water. Cook until the rice is about 60% done, then remove from heat.

In a small pan, heat olive oil and add 1 teaspoon cumin seeds and 3 cups sliced onions. Cook until just before they turn dark brown.

Add 1 cup cashew nuts to the onions and stir for 2-3 minutes until combined.

In a large pot, layer the bones at the bottom, followed by a layer of meat, then a layer of rice, then onions and cashews, and repeat, finishing with a layer of rice on top.

Drizzle 3-4 tablespoons of rose water over the top layer of rice.

Cover the pot with a tight lid and simmer on low heat for 10-15 minutes.

Garnish with fresh cilantro before serving.
