Mix warm milk and yeast in a bowl; let sit until foamy, about 5 minutes.
In a large bowl, combine flour, sugar, and salt; make a well in the center.
Add yeast mixture, melted butter, and eggs to the well; mix until a dough forms.
Knead dough on a floured surface for about 5-7 minutes until smooth and elastic.
Place dough in a greased bowl; cover and let rise in a warm place until doubled, about 1 hour.
Roll out dough into a rectangle on a floured surface, about 1/4 inch thick.
Spread softened butter over the dough; sprinkle with cinnamon and brown sugar evenly.
Roll the dough tightly into a log; cut into equal pieces, about 1.5 inches thick.
Place rolls in a greased baking dish; cover and let rise for another 30 minutes.
Preheat oven to 350°F (175°C).
Bake rolls for 25-30 minutes until golden brown.
While baking, mix cream cheese, powdered sugar, vanilla, and a splash of milk until smooth for frosting.
Remove rolls from the oven; drizzle with heavy cream if desired.
Spread cream cheese frosting over warm rolls before serving.
