Activate yeast by mixing it with warm milk and sugar; let sit until frothy, about 5-10 minutes.
Combine flour and salt in a large bowl; create a well in the center.
Add melted butter, eggs, and the yeast mixture into the well; mix until a dough forms.
Knead the dough on a floured surface for about 5-7 minutes until smooth and elastic.
Place the dough in a greased bowl; cover and let rise in a warm place until doubled, about 1-2 hours.
Roll out the dough into a rectangle on a floured surface.
Spread softened butter over the dough, then sprinkle with a mixture of brown sugar and cinnamon.
Roll the dough tightly into a log; cut into individual rolls.
Place rolls in a greased baking dish; cover and let rise for another 30-45 minutes.
Preheat the oven to 350°F (175°C).
Bake rolls for 25-30 minutes until golden brown.
While baking, prepare the frosting by mixing cream cheese, powdered sugar, and vanilla extract until smooth.
Spread frosting over warm rolls before serving.
