Attach the beater attachment to the stand mixer.
Add 1 cup lukewarm whole milk to the mixer bowl.
Add 1/4 ounce packet of instant yeast (about 2.5 teaspoons) to the milk.
Add 2 eggs at room temperature to the mixture.
Add 1 cup granulated sugar to the bowl.
Add 1/3 cup unsalted butter (melted or softened) to the mixture.
Beat the mixture on medium-low speed until combined.
Turn off the mixer and add 1/2 teaspoon salt.
In a separate bowl, measure 4 cups of all-purpose flour.
Add the flour to the wet ingredients in 1/2 cup increments while mixing on low speed.
Once all flour is added, stop the mixer and let the dough sit for 5-10 minutes.
Change the beater attachment to the dough hook.
Turn the mixer on medium-low speed and add an additional 1/2 cup of flour.
Knead the dough for at least 5 minutes, scraping down the sides as needed.
Transfer the dough to a greased large bowl and cover with a cloth or paper towel for 30 minutes to rise.
In a medium bowl, combine 1 stick (1/2 cup) softened or melted butter, 1 cup dark brown sugar, 2 tablespoons cinnamon powder, and 1/2 teaspoon salt to make the filling.
Mix the filling ingredients with a whisk until combined and set aside.
After 30 minutes, check the dough; it should be soft and slightly risen.
Sprinkle flour on a clean counter surface and on the rolling pin.
Roll out the dough to about 1/4 inch thickness.
Spread the cinnamon filling evenly over the rolled-out dough, leaving some edges bare.
Roll the dough tightly from the edge closest to you, like a jelly roll.
Cut the rolled dough into 10-12 equal pieces.
Grease a 9x9 or 9x13 baking dish with oil.
Place the cinnamon rolls tightly in the greased pan and cover for 20 minutes to rise again.
Preheat the oven to 375 degrees Fahrenheit.
After 20 minutes, pour 1/2 cup lukewarm heavy cream over the rolls, ensuring it soaks in.
Bake the rolls for about 25 minutes, checking at 20 minutes for browning.
Once golden brown, remove from the oven and let cool in the pan for about 30 minutes.
In a medium bowl, combine softened or melted salted butter and 1 package (8 ounces) room temperature cream cheese for the frosting.
Beat the frosting ingredients together with a hand mixer until smooth and creamy.
