Sift gram flour into a bowl and mix with water to form a smooth batter.
Add baking soda and mix well to aerate the batter.
Heat ghee in a deep pan over medium heat until hot.
Using a ladle, pour the batter through a sieve into the hot ghee to form small droplets.
Fry the boondi until golden brown, about 2-3 minutes, then remove and drain on paper towels.
In another pan, combine sugar and water to make a syrup, cooking until it reaches a one-string consistency.
Add cardamom and saffron to the syrup for flavor.
Mix the fried boondi into the syrup, ensuring they are well coated.
Allow the mixture to cool slightly, then add chopped cashews and raisins.
Grease your hands with ghee and take small portions of the mixture to form round laddoos.
Place the laddoos on a plate to set and cool completely.
