1 tbsp fennel seeds
1 tsp baking soda

In a pan, take 1 cup of water and add 1 cup of roughly chopped jaggery.

Melt the jaggery and bring the syrup to a boil without letting it thicken.

Let the jaggery syrup cool down slightly.

Add the jaggery syrup to 1½ cups of whole wheat flour in batches, stirring continuously.

If the mixture is too thick, add a little water to achieve a consistency thicker than pakoda batter.

Add 1 tsp of cardamom powder and 1 tbsp of fennel seeds to the mixture and cover it for 15 minutes.

After 15 minutes, add 1 tsp of baking soda and mix until the mixture is light, fluffy, and smooth.

Heat oil in a pan over medium flame.

Drop small portions of the mixture into the hot oil, using wet hands or a scoop if necessary.

Fry until the Gulgule are golden brown and fluffy.

Remove from oil and drain on paper towels.
