Remove beef and let rest for a few minutes before slicing.
In the same skillet, add onions, bell peppers, and carrots; sauté until softened, about 5 minutes.
Stir in diced tomatoes, thyme, bay leaves, and cayenne pepper; cook until tomatoes break down, about 3-4 minutes.
Return sliced beef to the skillet, mixing well with vegetables; cook for an additional 2-3 minutes.
Serve hot, garnished with parsley and accompanied by boiled potatoes.
