Peel and mash the bananas in a large bowl until smooth.
Finely chop the onion, green bell pepper, garlic, and ginger.
Add the chopped vegetables to the mashed bananas and mix well.
In a separate bowl, combine flour, baking powder, salt, black pepper, cayenne pepper, thyme, and nutmeg.
Gradually add the dry mixture to the banana mixture, stirring until combined.
Add water as needed to achieve a thick batter consistency.
Heat vegetable oil in a deep pan over medium heat until shimmering.
Scoop spoonfuls of the batter into the hot oil, frying in batches.
Fry until golden brown, about 3-4 minutes per side.
Remove fritters with a slotted spoon and drain on paper towels.
Serve warm, garnished with chopped scallions.
