Prepare the dough by mixing all-purpose flour with water and a pinch of salt until smooth.
Cover the dough and let it rest for 30 minutes.
Boil the potatoes until tender, then peel and mash them.
Heat oil in a pan over medium heat, add chopped onions, and sauté until translucent.
Add grated carrots, peas, and green chilies to the pan, cooking for 3-4 minutes.
Stir in cumin powder, turmeric powder, salt, and black pepper, mixing well.
Remove from heat and add lemon juice and chopped coriander leaves to the filling.
Divide the rested dough into small balls and roll each into thin circles.
Place a spoonful of filling in the center of each circle.
Fold the dough over the filling to create a roll, sealing the edges tightly.
Heat oil in a deep pan over medium heat until hot.
Fry the rolls in batches until golden brown, about 4-5 minutes each side.
Remove from oil and drain on paper towels before serving.
