Gradually add the dry ingredients to the wet mixture, alternating with the milk, and mix until just combined.
Pour the batter into a lined cake pan and smooth the top.
Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.
While the cake is baking, prepare the whipped cream by whipping the heavy cream and powdered sugar until soft peaks form.
Once the cake is cooled, frost with the whipped cream and serve.
