Mix flour, sugar, and salt in a bowl until well combined.
In a separate bowl, whisk egg whites until frothy.
Add water, vanilla extract, and coconut milk to the egg whites and mix well.
Gradually add the dry ingredients to the wet mixture, stirring until smooth.
Melt butter and fold it into the batter until fully incorporated.
Add baking powder and cornstarch, mixing until just combined.
Preheat the oven to 350°F (175°C).
Line a baking sheet with parchment paper.
Spoon small amounts of batter onto the baking sheet, spreading it thinly into circles.
Bake for 8-10 minutes or until edges are lightly golden.
Remove from the oven and let cool for a minute.
While still warm, roll each wafer around a cylindrical object to form a tube.
Allow the rolled wafers to cool completely on a wire rack.
Dust with powdered sugar before serving.
