Fry Bake and Saltfish

2 cups all-purpose flour
1 tsp baking powder
1/2 tsp salt
1 cup water
1/2 lb saltfish (cod or similar)
1/2 onion, chopped
1/2 bell pepper, chopped
2 cloves garlic, minced
1/4 tsp black pepper
1/4 tsp cayenne pepper
2 tbsp vegetable oil for frying
1/4 cup green onions, chopped (for garnish)

Soak the saltfish in water overnight to remove excess salt. Change the water a few times if necessary.

After soaking, boil the saltfish in fresh water for about 15 minutes until tender. Drain and let cool.

Flake the saltfish into small pieces, removing any bones and skin.

In a skillet, heat 1 tablespoon of vegetable oil over medium heat. Add the chopped onion, bell pepper, and garlic. Sauté until softened, about 3-4 minutes.

Add the flaked saltfish to the skillet along with black pepper and cayenne pepper. Cook for another 5 minutes, stirring occasionally. Remove from heat and set aside.

In a mixing bowl, combine the flour, baking powder, and salt. Gradually add water, mixing until a soft dough forms.

Divide the dough into small balls and flatten them into discs about 1/2 inch thick.

In a deep frying pan, heat the remaining vegetable oil over medium-high heat. Fry the dough discs until golden brown on both sides, about 3-4 minutes per side.

Remove the fry bakes from the oil and drain on paper towels.

Serve the fry bakes warm, filled with the saltfish mixture and garnished with chopped green onions.
