Soak 2 cups urad dal and 2 cups moong dal in water for 4 hours, wash thoroughly, and drain.

Add 1 teaspoon black pepper, 1 teaspoon salt, 1 teaspoon roasted cumin, 1 teaspoon baking powder, and 1/2 teaspoon baking soda to the blended dal mixture and mix well.

Beat the mixture for at least 5 minutes to make it fluffy.

Heat oil in a deep frying pan over medium heat.

Use a spoon to drop the dal mixture into the hot oil and fry until golden brown, ensuring the heat is not too high to avoid undercooked centers.

Once fried, remove the bhallas and place them on paper towels to drain excess oil.

Boil water in a separate pot and place the fried bhallas in it, covering for 10 minutes to soften them.

After 10 minutes, remove the bhallas from the water and squeeze out excess water gently without breaking them.

In a mixing bowl, take 1.5 to 2 cups of yogurt, add 1/2 teaspoon salt, 1/2 teaspoon black pepper, and 1/2 teaspoon cumin, and beat until well mixed.
