Finely chop cabbage, carrots, onion, garlic, and ginger.
In a bowl, combine chopped vegetables, ground pork, soy sauce, sesame oil, green onions, cilantro, salt, pepper, and chili powder.
Mix the filling until well combined.
Divide the rested dough into small balls and roll each into a thin circle.
Place a spoonful of filling in the center of each circle.
Fold the dough over the filling and pinch to seal, forming a dumpling.
Prepare a steamer and place the momos inside, leaving space between them.
Steam the momos for 15-20 minutes until the dough is translucent and cooked through.
Serve with chili sauce or vinegar for dipping.
