Heat water in a pressure cooker.
Add 1.5 pounds of pork skin, season with salt, cumin, ground black pepper, and 1 tablespoon of dried oregano.
Add cilantro stems, onion, and 4 cloves of garlic to the pressure cooker.
Mix all ingredients well, cover the pressure cooker, and cook for about 20 minutes.
Once cooked, strain the broth and reserve it for later use.
In a separate pot, heat 1 tablespoon of oil and 2 tablespoons of achiote oil.
Add chopped white onion and 2 finely chopped cloves of garlic to the pot and sauté until the onion becomes translucent.
Season with cumin and ground black pepper to taste, and continue to sauté until the mixture is fragrant.
Add a generous tablespoon of peanut paste and sauté until it integrates with the mixture.
Add 2 pounds of diced potatoes to the pot and mix to absorb the flavors.
Pour in 1 cup of milk and mix everything together.
Add the reserved pork skin broth to the pot and cover, allowing it to boil until the potatoes are fully cooked.
Once the potatoes are cooked, add the pork skin cut into pieces, adjusting the size to preference.
Adjust salt if necessary, remembering that the pork skin was already salted during cooking.
Serve the locro de papas con cuero garnished with chopped onion, cilantro, and a cooked egg, optionally adding pork cracklings for extra flavor.
