In a bowl, take 180 grams of wheat flour (1.5 cups) and gradually add room temperature water to form a hard dough.

Knead the dough until it's hard and form it into balls, ensuring they are not soft.

Cut the dough into small pieces using scissors or by hand, adding dry flour to prevent sticking.

Prepare a mixture of 2 kg of milk, heating it and reserving 1 cup.

Add 2 bay leaves and 3 green cardamom to the milk and bring it to a boil.

Add the prepared dough pieces to the boiling milk, stirring gently.

After 7-8 minutes of cooking, add 150 grams of grated coconut and stir.

Prepare a slurry with 1 cup of reserved milk and 150 grams of milk powder, adding it to the pot.

Finally, add 150 grams of sugar and cook while stirring for 4-5 minutes until thickened.
