Press the middle button on the Instant Pot to turn it on.
Select 'saute' mode and press the middle button to start heating.
Once heated, add 2 spoonfuls of oil to the pot.
Add 3 tablespoons of chopped onions and 1 tablespoon of chopped garlic; sauté for 2 minutes to make sofrito.
Stir in 1/2 tablespoon of cumin and sauté for another 2 minutes.
Add blended tomatoes (without water) to the pot and sauté for 2 minutes.
Stir in 1/2 tablespoon of salt.
Add 1.5 pounds of beef that has been washed and cut into small pieces; stir to combine.
Add 1/4 bunch of cilantro, either chopped or whole, and mix it into the meat.
Cover the Instant Pot, aligning the arrows, and press the cancel button after sautéing.
Switch to 'pressure cook' mode, set for 15 minutes, and press start.
After 15 minutes, release the pressure by pressing the button down and turning it.
Open the lid and check for liquid; if there's a lot, switch back to 'saute' mode.
Press cancel, then select 'saute' again and press start to boil the liquid for 5 minutes to condense it.
