Start by making the filling with 1 tbsp of oil and add 8 cloves of chopped garlic.
Add seasoning blend, pimento peppers, ginger, and 1 stick of green onion.
Add 1 tsp of fresh thyme and 1 tbsp of tomato paste; cook for 5 minutes to reduce acidity.
Add 1 lb of ground beef and cook until browned.
Mix in 1/4 cup of tomato ketchup and adjust sweetness with 1 tsp of honey if desired.
Season with 1 tsp of scotch bonnet hot sauce, black pepper, and a little salt to taste.
Add 1/2 cup of chopped capers and 1/2 cup of chopped green olives, followed by 1/2 cup of raisins.
Add 1 tbsp of water to create a sauce consistency and taste for salt.
For the corn dough, mix 1 cup of water with 1/2 tbsp of vegetable Maggi, 1/2 tbsp of granulated garlic, and 1 tsp of granulated sugar.
Create a well in the mixture and add 1/2 cup of melted butter and 1 cup of vegetable broth, mixing to form a soft dough.
Add 1/4 cup of milk and another 1/4 cup of melted butter to achieve desired consistency.
In a casserole dish, spread half of the dough evenly to form the base.
Add a sprinkle of cheese to help the filling stick, then press the filling into the mold.
Top with another layer of dough and sprinkle with about 1 cup of cheese.
Cover tightly with foil and place in a deeper dish with hot water to steam bake.
Bake at 350°F for 45 minutes, then remove foil and bake for an additional 15 minutes until golden brown.
Allow to cool for 30 minutes before slicing.
