Season the saltfish with salt, black pepper, and some seasoning.
Stir the seasoned saltfish into the flour mixture to create the batter.
Add chopped onion, garlic, bell pepper, and celery to the batter.
Mix in the water gradually until the batter reaches the desired consistency, adding more water if needed.
Let the batter sit for 10-15 minutes, covered with a paper towel or plastic wrap.
Prepare for frying by heating oil in a deep skillet over medium heat.
Using a spoon, drop spoonfuls of the batter into the hot oil for deep frying.
Fry until golden brown, turning to ensure even cooking on both sides.
Remove the fish cakes from the oil and drain on a plate lined with paper towels.
Serve warm with sweet chili pepper sauce.
