Prepare the rabdi by boiling 1 liter of full fat milk in a heavy-bottomed pan, stirring frequently.

Add 2 Tbsp of sugar and 1 Tbsp of water to the boiling milk and continue to cook until it thickens.

In a separate bowl, prepare the sugar syrup by combining 1/2 cup sugar, 1/2 cup water, and a few saffron strands, then set aside.

For the malpua, mix 2/3 cup of the prepared rabdi with 1/2 cup wheat flour, 1 Tbsp fine semolina, and 1/2 cup milk as needed to achieve the desired consistency.

Add 1 Tbsp of coarse fennel seeds, 1 Tbsp crushed black pepper, and 1 Tbsp cardamom powder to the mixture.

Heat oil in a pan for deep frying and pour the malpua batter into the hot oil, frying until golden brown on both sides.

Remove the malpua and soak in the prepared sugar syrup before serving.
