Warm up 1 and 1/4 cup of milk and add 3 teaspoons of active dry yeast, 1/2 teaspoon of salt, and 1 tablespoon of sugar.
Mix in 1 cup of bread flour and 2 cups of wheat flour, then add 1 tablespoon of oil.
Mix everything and leave it to rise for 40 minutes.
Boil 1/3 cup of round rice.
Fry 1 very large onion in oil.
Add 10 oz of ground beef and fry it.
Mix the beef with the rice and onion, then add 1/2 tablespoon of vinegar, 1 teaspoon of salt, 1/2 teaspoon of sugar, 1/4 teaspoon of white pepper, oregano, and garlic powder.
Knead the dough for a few minutes and flatten it to about 1/4 inch thickness.
Cut out oval shapes for the pasties using a cake mold.
Brush the edges with water, add filling in the center, and close the pasty, sealing it with a fork and making holes in it.
Heat about 4 cups of vegetable oil and deep fry the pasties until golden brown, a few minutes per side.
