Preheat the oven to 300°F (150°C).
Rub the beef ribs with salt, black pepper, and paprika.
Heat olive oil in a large roasting pan over medium heat.
Sear the beef ribs until browned on all sides, about 10 minutes.
Remove the ribs and set aside. In the same pan, add chopped onions and garlic; sauté until translucent, about 5 minutes.
Add chopped carrots and potatoes to the pan; stir well.
Return the beef ribs to the pan, placing them on top of the vegetables.
Pour in beef broth and red wine, and add bay leaves, thyme, and lemon juice.
Cover the pan tightly with foil and roast in the oven for 3 hours.
After 3 hours, remove the foil and roast for an additional 30 minutes until the ribs are tender and the top is caramelized.
Let the dish rest for 10 minutes before serving, garnished with fresh parsley.
